Biography

Elchin Nusrat oglu Khalilov, Professor, Doctor of geological and mineralogical sciences, Chairman of the Board of the International Committee on Global Geological and Environmental Change (IC GGEC GEOCHANGE), President of GNFE (Global Network for Forecasting of Earthquakes), IAS academician, President of the Regional Section “Black Sea – Caspian Sea” and Presidium member of the International Academy of Science (Health and Ecology). was born in 1959 in c. Baku in the family of petroleum geologist.

His father Nusrat Yusif Khalilov is the doctor of geological-mineralogical sciences, Professor, the honored geologist of Azerbaijan.

Elchin Khalilov’s mother Rena Khalilova (Agabeyova) is a known Azeri educator. Rena Khalilova who has followed in the footsteps of her father, Huseinbey Agabeyov, received her degree in medicine after graduating from the Azerbaijan State Medical Institute and has been teaching medicine for over 40 years at the N.Tusi Azerbaijan State Pedagogical University (formerly V.Lenin Azerbaijan State Pedagogical Institute). She is mentioned in the book “Prominent Women of Azerbaijan” (2002 edition).

Elchin Khalilov has been married since the age of 18 and has two sons: older Anar, manager, lives in Prague, Czech Republic and younger Farid, student at the European University in Munich, Germany. Elchin Khalilov’ wife Tamila Khalilova, PhD, who carries out a large number of scientific and social activities as to using natural minerals for better health and quality of life, is Vice-president of the “Intergeo-Tethys” International Scientific-Technical Complex. She is mentioned in the book “Prominent Women of Azerbaijan” (2003 edition). She directs the “Zeoline” international program on application of natural minerals of zeolites in medicine and cosmetology. In 2011, Tamila Khalilova was elected Co-Chairperson of the International Organization “Zeolite: Health and Ecology” (Munich, Germany).

Khalilov Elchin graduated from Azerbaijan Institute of Petroleum and Chemistry after M.Azizbeyov in 1981 on specialty of geophysicist.

From 1981 to 1989 he worked in the Southern department of All-Union Scientific-research Institute of Geophysics in positions of engineer, junior scientific specialist, senior chief specialist and chief of laboratory.

In 1990 he defended doctoral thesis at Moscow State University after M.V.Lomonosov (c. Moscow) in the area of study and prediction of earthquakes and volcano eruptions.

From 1991 to 1995 he was elected as the deputy of Baku State Council of People’s deputies, the chairman of permanent deputy commission on ecology.

Autobiography of Elchin Khalilov is published in the book “ Famous scientists of Azerbaijan ”, in information book “ Geophysicists of Azerbaijan: Who is who ”, in the book “ 100 leaders of industry and science of Commonwealth ”, in the International biographical books in Cambridge, in the encyclopedic information book “ Who is who in Azerbaijan “,  in the book “ Azerbaijan Section of International Academy of Sciences”.

Since 1999 Khalilov E.N. has been elected as the Co-chairman of Permanent Сommission at the Presidium of National Academy of Sciences of Azerbaijan and the member of the Expert Council of Higher Certifying Commission at the President of Azerbaijan.

In 2000, Khalilov E.N was appointed as deputy Vice-chairman of Expert Council of Higher Certifying Commission at the President of Azerbaijan.

In 2002, Khalilov E.N. was elected as the full  member (Academician) of International Academy of Science/International Council for Scientific Development H&E (Austria, Innsbruck) and Co-president-Chairman of Bureau of Presidium of Azerbaijan Section of International Academy of Science/ICSD H&E - www.intacademy.com

From 2002 up to present time E. Khalilov is the director of Scientific-research Institute on prognosis and studying of earthquakes of International Academy of Science H&E.

In 2002, Khalilov E.N. was elected as the member of Presidium of International Council for Scientific Development/International Academy of Science and he is presented with gold pin after Laureate of Nobel prize Pavlov supreme reward of International Academy of Science/ICSD (October, Brazil, c. Sao-Paolo).  

In October 15, 2003 Khalilov E.N. was presented with a diploma for the first scientific discovery in the history of Azerbaijan science No.239, which was officially confirmed and entered into international register of discoveries. At the same time, he was presented with silver with medal “ To the author of scientific discovery ” after Laureate of Nobel Prize P.L. Kapitsa.
Discovery was made by E.N. Khalilov in co-authorship with Academician of National Academy of Science of Azerbaijan Sh. F.Mehdiyev, Academician of RAS V.Y.Khain and Academician of RANS, Professor T.A.Ismail-Zade. Title of this scientific discovery is “ Regularity of spatial-temporary distribution of volcano eruptions ” with priority date of 20 September 1983.

In 2004 on the basis of the recommendation of the Presidium of the International Academy of Science was published the fundamental monograph of E.Khalilov “ Gravitational waves and geodynamics ”, under the editorship of the Academician of Russian Academy of Sciences V.Y.Khain.

In 2006, Khalilov E.N was appointed as deputy Chairman of Expert Council of Higher Certifying Commission at the President of Azerbaijan.

In 2006 Elchin Khalilov was appointed a director of the International Project of NATO on the topic “ New Technology of Seismic Stable Construction ”

In 2007 Elchin Khalilov was ellected as a vice-president of the International Academy of Science H&E (Austria,Innsbruck).

In 2007 to Khalilov  E.N. has been handed  over a commemorative medal of the Pakistan Academy  of  Sciences.

In 2007 Khalilov E.N. was the Co-chairman of the International Symposium «Natural cataclysm and global problems of a modern civilization» with participation of scientists from 30 countries of the world (on September, 24-27th 2007 г, Baku).  

In 2008 was elected as na academician of Russian Academy of Natural Science.

In December 2009, at the founding meeting of the International Committee on issues of Global Changes of the Geological Environment GEOCHANGE (now the International Committee on Global Geological and Environmental Change – IC GGEC GEOCHANGE), E.Khalilov was elected Chairman of the Board of the Committee which unites member scientists from more than 90 countries .

In November 2010, IC GEOCHANGE approved the International Communiqué on Global Geological and Environmental Change signed by scientists from 86 countries. The Communiqué was sent to the UN Secretary-General, UNESCO and other UN agencies, the European Commission of the European Union, the Organization of Islamic Cooperation and other influential international organizations, heads of state, governments and parliaments of most countries of the world.

The World Forum – International Congress “Natural cataclysms and global problems of the modern civilization” initiated and chaired by Prof. Elchin Khalilov and attended by scientists from more than 40 countries was held 19-21 September, 2011 at the Lutfi Kırdar Congress Center, Istanbul, Turkey. The World Forum adopted the Istanbul Declaration on natural cataclysms which was also sent to the UN Secretary-General, UNESCO and other UN agencies, the European Commission of the European Union, other influential international organizations, heads of state, governments and parliaments of the majority of countries.

Since being elected in 2010, Elchin Khalilov has been President of Global Network for the Forecasting of Earthquakes (GNFE).

In 2011, Professor Khalilov was elected Chairman of the Board of the World Organization for Scientific Cooperation WOSCO.

Khalilov Elchin Nusrat is a famous scientist in the sphere of geodynamics, seismology and tectonics. He took part in many international conferences, held in England, Austria, Germany, Brazil, Russia, Spain, Belgium, Czechia, Indonesia, Pakistan, Turkey, Bulgaria, Iran, Kazakhstan, Ukraine, China, Slovakia and other countries.

In 2011, the US-based Alphascript Publishing house published a book titled “Elchin Khalilov”, editors Frederic P. Miller , Agnes F. Vandome , John McBrewster, dedicated to the life and work of Prof. E.Khalilov, ISBN: 9786134280105

E.N.Khalilov is a co-author of the sole scientific discovery in Azerbaijan, eight World patents for invention (PCT), one EUROPATENT, three Eurasian patents and forty national patents of Azerbaijan, Pakistan, Indonesia and other countries.

E.N.Khalilov is the author of more than 250 published scientific articles, eight monographs, more than 300 popular scientific articles.
